Phase 1 is blocked by design until its qualification evidence is complete. This page records the boundary; it does not promise dates or future features.

The candidate implements five foreground commands: doctor, providers, score, evidence verify, and --version. score is fail-closed and refuses before state creation.

The provider catalog performs no executable lookup. A future exact provider/version/platform row remains unavailable until it passes qualification independently of caller PATH.

Release discipline

A capability becomes available only when the delivered artifact and its actual native journey satisfy the recorded gates. A passing unit test, source build, or partial platform check is evidence, not product availability.
